MAPI Compliant Email Program

Is Windows a fully MAPI compliant email program system?

I just purchased the Hallmark Card Studio and when I send the attachment, the
attachment is not "highlighted" or very dim in color. The Tech Support Rep
at Hallmark states that it maybe a problem with "Windows". This is his
response:

"Now, if the file is not attached to the new message window when you click
the Send button on the E-Mail Creation screen, it may be that there is a
problem with Windows. It may also be that the email program is not a fully
MAPI compliant email program. You may need to contact your Windows support
to see if they can resolve the issue from there."

Is Windows a fully MAPI compliant program? I have Windows XP, Version 2003,
Word, Excel, Powerpoint, and Outlook 2003. I am fairly new to the Internet
so I don't have too much knowledge and would like easy simple to do steps to
resolve this problem. Thank you.

Windows is not an email program at all. It's an operating system.
