I want to use a piece of clip art twice on the same page, both facing
inwards, which would mean I need to change one of them into a mirror image or
flip it horizontally - which I can't find the option to do on the picture
toolbar.
Any suggestions?

Depends on the program you are putting that clip art in. I could tell you
how to do it with Publisher...... that means squat if you're using Excel.
