MS Access 2003 menu options disabled: how to fix?

In my MS Access 2003, almost all options under the Tools menu aredisabled
(with a db opened or not). I can't even get to the Options menu. I
uninstalled Access and reinstalled but nothing changed.

Is there some registry key of some file I need to remove? Or do I have to
remove Office completly and reinstall from scratch, after I cleaned up the
registry and folders? Can this be a security issue: I had to play with
several security files but I can' tbe sure if the problem started at that
moment or not.

Its activated?
You've run Detect/Repair?

It is activated and I ran Detect/Repair.
