Unfortunately, I'm having a terrible time trying to find the English language
interface pack and proofing tools for a German language copy of MS Office
2003. Might someone possibly be able to point me in the right direction? I
only need the LIP and PTools in (US) English. Thank you in advance.

MS Office 2007 is the first version that offers individual Language Interface packs at retail. MS Office 2003 used the Volume
License MultiUser Interface Pack edition, which was not offered to retail customers.

Microsoft Office 2003 Proofing Tools Kit did offer the ability to add the proofing tools to an OEM or retail copy without the UI.

If you can find a complete English language copy of Office 2003 buy it. I
bought the 2003 Proofing Tools over a year ago and I had a heck of a time
finding it. It offered proofing tools for fifty-four languages in one box,
and they won't do that again. There was no Language Interface Pack except
as Mr. Buckland says for volume purchase customers.
