Address Book

Our IT dept. recently supplied me with a new system. All files were backed
up from the old system including my address book. My contacts can be viewed
when in Outlook by selecting the contacts tab; however, you cannot access the
contacts in Outlook to send an email or in Word to address and envelope,
prepare a letter, etc. It's almost like the data has not been totally linked
for use within the two programs. How do I resolve this?

Perhaps R-click Contacts, then Properties, Outlook Address book tab and
put a tick in the box.

Install the Outlook Address Book service. Since you decided your version of Outlook is not in play here (it is) exact instructions are not possible.
