Spell Check in Office 2007 is not working properly-Can't find tool

This is one of the craziest Office problems I have seen in a long time.
Whenever you type a mispelled word in office, There is not auto correction
activated, No redline under the mispelled word. When you go to review and
Spelling & Grammer, the following error is given:
"Cannot find proofing tools for English (U.S). If you have the proofing
tools, try installing them. Contact your local reseller....."
After alot of testing, I have found that it seems to only show up when you
do an unattended instal using a XML or MSP file. Whenever you install
straight from the CD or a Share it works properly.
Can someone please help me out or point me in the right direction. Thanks

Hi R.,

Are you upgrading over a prior version of Office or are these new installations?

What customizations are you using in your .MSP file (installing straight from CD wouldn't look at those).

If after installing you look at Add/Remove Programs and the installed feature set for Office 2007 listed there does it showing the
proofing tools as set to 'run from my computer' or as 'not available'? If not available can you change the configuration from there
to have them added?

This was a fresh Install. I told both the MSP and the XML to install
everything except Outlook.
