MS office 2007 block saving

We are deploying MS Office 2007 in our Company. For some reasons we
blocked saving OpenXML files by Group Policy, using administrative
templates for office 2007.
But sometime Word 2007 wants to save normal.dotm. And error displayed
"You are attempting to save a file that is blocked by your registry
policy setting".

How we can troubleshoot this problem?
Can we block saving dotx, but not dotm?
