Electronic Bulletin Board

I'm looking for Office software that acts as an Electronic Bulletin Board.
However, I need it to be able to post read only messages and verify that a
network user has at least clicked on it (and I assume read it :) ). Positive
date verification is helpful. Afterwards, the admin or poster would be able
to verify access. I think I'm ending up in the direction of coding/visual
editor used in one of the programs but I'm trying to steer clear of that.
Mostly due to lack of knowledge of that feature. I've messed around with
outlook, portions of access, and have tried to 'make' shared versions of the
prior mentioned and word work. The idea would work with digital signatures
and Adobe but I know the capability of microsoft is in there somewhere. Any
ideas or variations I can use will be a huge help. Cheers!

If you are in a corporate LAN environment, SharePoint would provide the
functionality you are looking for.
