Office 2007 Compatibility Pack Issues

We have a few clients who are starting to send us Excel 2007 files
which cannot be opened in Excel 2003. I went to Microsoft's website
and installed the compatibility pack. I've done this on 3 computers
and everything worked fine. Today I tried to install it on a fourth
computer and am running into problems. Everything works fine when I'm
in the administrator account but when I try to open the file in a user
account on a domain, I get the same error message I was getting before
I installed the compatibility pack. "The file is not in a
recognizable format". Does anyone have any idea what may be causing
this? Please let me know. Thanks.

I wonder if it's a corrupted/damaged user profile. What happens if you
create a new Windows user account on that computer? Does it work correctly
for the "new" user?
