I am trying to add icons ( for programs) to the toolbar located just to the
right of the start button.

I tried dragging the icon from my desktop, but that didn't work. I have a
double arrow (>>) that I can click to access more icons, but I think that
idea sucks.

Currently my toolbar has 7 icons.

I am using XP.

Assuming you are referring to the OS Task Bar Right Click on the Task Bar
then click on 'Unlock the Task Bar" then you will be able to expand the
Quick launch toolbar . Refer to the OS help if you have any problems....
