Excel 2003 crashes using save as excel 97-excel 2003 & 5.0/95 .xls

We have a group policy setting forcing users excel to save in the Excel
97-Excel 2003 & 5.0/95 Workbook (*.xls) format to be compatible with users
using Excel 2000. However if any user that is using excel 2003 and tries to
save in the above format excel 2003 crashes with this error

Application popup: EXCEL.EXE - Application Error : The exception unknown
software exception (0xc0000409) occurred in the application at location
0x300e2957.

On one machine I Uninstalled and Reinstalled Office 2003 and added all the
patches and it did not fix this error. If I do a save as in Microsoft Office
Excel Workbook(*.xls) format it saves fine.

The pc's that Office 2003 is running on are all new machines running windows
xp service pack 2

Any help appreciated

Unnecessary.

Excel 97 through Excel 2003 use the same .XLS file format. The only
things that have changed from Excel 2000 to Excel 2003 that would
affect what's stored in .XLS files are worksheet tab colors
(introduced in Excel 2002), VBA (Excel 97 uses VBA 5.x, Excel 2000 and
later use VBA 6.x) and a few Excel object model changes. This
particular file format is only needed if you have users still using
Excel 5 or Excel 95.

Save a workbook with complex formulas and formatting from Excel 2003
in Microsoft Office Excel Workbook (*.xls) format. Then load it into
Excel 2000. Other than worksheet tab colors, can you see any
differences? Macros may be a different matter, but saving in 97-2003 &
5/95 format won't fix any object model changes between Excel 2000 and
Excel 2003. Excel saves one and only one version of every VBA module
and user form in the workbook.

Don't use this newsgroup to get highly technical application-specific
help. For this sort of thing, post in an Excel-specific newsgroup like
microsoft.public.excel or microsoft.public.excel.misc,

Does Excel 2003 crash saving any file, even new completely blank ones,
using the 97-2003 & 5/95 format? If so, are all workbooks, even the
new, blank ones, based on a company-specific .XLT workbook template?

Sorry I didnt see the other threads when I first posted this. To answer your
question these errors have happend creating new workbooks not using any
templates, no macros etc. I have had atleast 2 users have really corrupted
excel worksbooks that are brand new one's with the group policy applied and
one without it. Once that happens I cant get them repaired with office. But
the latest one led me to the error that i reported here when they try to save
any new files in the 97-2003 & 5/95 format excel shows that error message
then crashes I even reinstalled office 2003 and all the patches and it still
does the same thing when saving in the 97-2003 & 5/95 option. I was
successfully able to recreate the issue on my computer as well trying to save
in that format it just crashes with the same error message. I think part of
the reason why we forced a group policy is because of the issues with some
access database's that had issues loading in office 2003 that were made in
office 2000.
