pdftohtml & paragraph tag

While converting .pdf file to html using "pdftohtml" (version 0.36), I ran
into a problem. The result html file does not contain any paragraph mark
<p> in appropriate places. I'm wondering if this is a characteric of pdf
file (i.e., the paragraphs are not clearly "marked" in such file) or is
this a difficienty of pdftohtml. If it is the latter, what can I possibly
do to have ti produce a html file that contains the correct paragraph
marks? Thanks.
