Internet connection 'ping' utility with logging

WinXP Pro SP3 and WinVista Ultimate

I'd like to have a utility that 'pings' the Internet each nn seconds or nn
minutes with a log. My ISP seems to be dropping off more than normal recently
so I'd like to be able to provide a log of connectivity. Uniquely, we have
both DSL and cable with a direct hard-wired connection. It would be nice
(!!) to know who/which one provides better 'service' for a given 168 hour
timeframe (1 week). Most of the outages that we are experiencing come
off-work hours but they are still outages. They want "us" to call them
everytime there is an outage which we're not wanting to do.
Preferrably, I'd like a free utility or very reasonably priced one to say
the least.

Hi Tom.

Vista and Win7 have Performance Monitor included. You can dynamically create
reports with this tool.
