HTML Editor default

We are running IE7 over Terminal Services on Server2003. Our office suite
on the TS is MS Office 2007. When a client attempts to edit a web page
opened with IE7 while on the terminal server, when selecting File - Edit
with..., he is given Microsoft Office Excel as the choice, not Word.

In Office (Word) we have changed the settings to have Word as the HTML
editor. In IE7, Tools - Internet Options - Programs - HTML Editor is blank
with nothing to pull down.

How do we get the web pages to edit with Word when on the terminal server?
