missing horizontal scrollbar

When I visit websites in IE7 (e.g. www.vtv.gob.ve), sometimes a narrow
empty space at the bottom of the screen appears, where the horizontal
scrollbar should be. When I click on to a following webpage, the space
grows higher, as if another invisible scrollbar is added, making the
space available for displaying the website less high. The empty space
disappears when I reduce and then maximize the program window again. I
have a Packard Bell computer and a 3:2 screen, with a 1200:800 or
higher resolution. Any suggestions on how to solve this small but
irritating problem? Thanks in advance!

Switch to Fullscreen mode? E.g. press F11. No scrollbar needed then.

What happens if you disable add-ons? Does the problem persist?
