Can't imbed 32 bit active X control into 64 bit IE 8 on Windows 7

As a test, drag a pdf file into 32 bit IE 8 on Win 7. You will notice that
the pdf is shown within the browser. Try the same thing on a 64 bit version
of IE 8 on Win 7 and you will notice that you get the file open/save dialog,
then the application will be launched in its own window. I am developing a
similar appliation and we can seem to get our application to imbed into the
browser.

Any suggestions?
