Need Help With Remote Assistance XP IE7 SP#

When I try to access "Remote Assistance from my program directory, the
Help Center Page comes up but with a windows dialog box that reads "A
program Could Not Start. Please try again" A 1/4 of left side below
search of the RA page is blank (blue) no text, this is where it would
normally have support, ask a friend etc. Right side looks as it should
I have used remote assistance with a friend just once before when I
was on ie6 sp2 and it worked, I have not tried it until now. Not sure
if it is ie7 or sp3 problem. I have tried turning off the firewall,SB
S&D no luck"

Myself and a friend have concluded that a service is not starting.

We uninstalled & reinstalled Remote assistance but it did not help.
looked in taskmgr/processes and helpctr.exe is there, HelpSvc.exe is
not there. Checked settings in services, RPC etc, pretty much all
service and dependedinces we could think of.


..I have of course googled the problem.
