How can I have MS available in IE8 tool bar. I have it showing on my laptop
machine would like to have it on my desktop. It doesn't show up in the
tools menu to install.

If it's the IE Developer Toolbar, press F12 - there is no toolbar for it any
more, but it does come already installed with IE8.

Are you referring to the Menu Bar? File Edit View Favorites Tools Help?
If so, Right click on any blank space of your existing toolbar and "check"
Menu Bar
You should also be able to view the Menu Bar temporarily by hitting the Alt
key.
