Works for me. (Unchecking Show Pictures and leaving Show Image Placeholders
checked and then doing a _reshow_ of that page.)

Reshow: overload About:Blank and then Go Back to the problem page.

Even works with an F5 Refresh after that. Fiddler2 shows that the images
are not tested, even though the problem one can't possibly be cached.

Even works with a Ctrl-F5 Refresh!

BTW I think what one problem is that instead of giving an HTTP 404 error response
for a non-existent image the server is sending back its own "friendly" error _page_
--which has its own missing image (Site logo), also not given an HTTP 404,
hence also given a Red-X for invalid content (instead of a Red-X for HTTP 404).

In fact, the only option combination which seems questionable is
having both unchecked. E.g. then I still get an image placeholder _and_
I can still right-click on one and use its Show Picture command.
I think I might have expected no images and no placeholders
with that combination.

Hmm... here's a bizarre case: after both have been off, switch Show Pictures
only back on. I then get (temporarily) no images and no placeholders. YMMV.
BTW this is while Work Offline is set, so its only using the cache to show
the images. Then I guess if you really wanted to see both no images and
no placeholders this would be a way to do it... <eg>

In any case, this proves that Show Image Download Placeholders certainly
does have an effect (when used in combination with Show Pictures
unchecked, as it was designed.)
