Environment:
OS - Vista SP1
IE - 7.0.6001.18000

Steps:
1) Go to your folder under C:\Users\<your name>
2) Right click on "Favorites" and select "Properties"
3) Click the "Location" tab
4) Change the "C:" part of the path to "D:" (just moving it different drive
with same folder structure)
5) Click "Apply"
6) If you get a message saying folder does not exist, would you like to
create it, click "Yes"
7) If you see a message asking if you want to move all files from the old
location to the new location, click "Yes"
8) The folder and any existing files should get copied to the new location
9) Reboot (not sure if this is necessary, but this is what I did)

After rebooting and logging back in:
1) Open Internet Explorer
2) Navigate to some web page
3) From the menu bar, select "Favorites" and then "Add to Favorites..."
4) At this point it doesn't matter if you try to create a new Folder or just
save the link to an existing folder, the error is the same:

"Unable to create '<web page title>':"
"Unspecified error"

Expected:
After moving the location of the "Favorites" folder the correct way (not
manually, but via the Windows Shell), you should be able to create folders
and save links from Internet Explorer without issues.

Notes:
I am assuming that when the Windows Shell moved the Favorites folder to the
new location some security attribute that IE requires didn't move with it.
So, this could be a Windows Shell defect, but the issue shows up in IE.

One more item, if you move the "Favorites" folder back to it's original
location (you will have to open a new browser) then saving to the "Favorites"
folder will work again.

Solution:

Open a Command Prompt as an administrator.
Browse to the folder that contains your Favorites folder. That means
whichever folder your Favorites folder is in.
Copy this statement, right click the Command Prompt window at the prompt,
and select paste:
icacls favorites /setintegritylevel (OI)(CI)low

Would you please care to explain in order to give some sort of substanance to

Thanks for a solution. I opened my Visual Studio 2008 Command Prompt in
Administrator mode (windows has "Administrator:" in top left), but it failed:

D:\Users\Jeff>icacls favorites /setintegritylevel (OI)(CI)low
Access is denied.
Successfully processed 0 files; Failed processing 1 files

When I moved the folder back to C: it left a "Favorites" folder on D: and
now I can't do anything with it. Trying to access it with Wndows Explorer
also gives an error. However, I can display properties on it and when I go to
the "Security" tab and click the adminisrator "Continue" button, it comes up
with an "Owner" dialog. For "Current Owner" it displays "Unable to display
current owner."

In the "Change owner to:" I select my account and click Apply, I get "Unable
to set new owner on Favorites. Access is denied."

I also tried the "Administrators" with the same results.

Command Prompt...command prompt...

It's easy to make administrator. It's just a CMD wndow that runs a batch
file that sets up the CMD environment to do builds via batch files.

I guess you don't use it.

I have seen this as the solution everywhere I search, but I don't understand how to go about it.

After locating cmd.exe it has C:\Windows\System32> then I paste "icacls favorites /setintegritylevel (OI)(CI)low" then it says "The systems cannot find the file specified.
Successfully processed 0 files; Failed processing 1 files"
There isn't any option in cmd.exe to "browse" folders and such.
Please guide me through this, what am I missing in this process??
