Problem in displaying character in japanese charset

Hi,
when we modify a jsp page having charset shift_jis and PageEncoding
Widows-31J at runtime and send response back to IE 7.0.5730.11 it's not able
to display character like (~) in this specific browser version.
Please let us know how can we resolve this problem.
