IE7 Not Opening - ieframe.dll/navcancl error

Getting the ieframe.dll/navcancl error

FILE DOWNLOAD-SECURITY WARNING

Do you want to save this file?

Name: navcancl

Type: Unknown File Type, 2.64KB

From: ieframe.dll

SAVE CANCEL

I have tried all of the following:

Fixes mentioned in KB937409 - moving/permsiions of TIF folder

Starting plain vanilla IE and disabling Phishing Filter
1. Start IE7 using Start->Run iexplore.exe -nohome -extoff
2. Right click on the toolbar area and tick Menu Bar if its disabled
3. Tools->Options->Advanced->Security->Disable Phishing Filter

Tried resetting All IE Settings
Tools->Options->Advanced->Reset

Nothing seems to work. Ideally would like to uninstall/reinstall IE7, but
that doesnt seem to be an option in Vista.

Unless I get any other ideas, the only other option is a reinstall of Vista
(ouch!)

I don't think so. Ran McAfee on it both standalone and the web version.
