How to Prevent IE7 Upgrade Page from Displaying

We have a number of Windows XP Embedded kiosks that require IE6 vice IE7 for
application compatibliity reasons. These kiosks are limited in functionality
by group policy and connect to a Windows Server 2003 terminal server farm.

On occasion, when connecting to the terminal servers instead of the IE
homepage being displayed the IE7 Upgrade Advertisement is displayed. This is
confusing to our end users and results in unnecessary calls to our helpdesk.

Is there any way to prevent this IE7 Upgrade page from displaying?

In IE Tools>Internet Options>Advanced>Browsing>

uncheck Automatically check for Internet Explorer updates

That box is already unchecked on all the terminal servers. Is there anything
else that would cause that to display?

We have a group policy that sets the home page but that occasionally gets
overridden by the IE7 Upgrade page. The problem is intermittent and cannot
be readily reproduced - any other possibilities as to why this is occurring?
Any recommended steps that can be implemented to capture the problem when it
occurs again?
