Very strange ie7 behavior

I recently came across a very strange behavior related to ie7 and machine
debug manager. Because I do not use visual studio at all and I don’t debug
scripts, I disabled the MDM service. After a restart, each time I
double-clicked a link file save on the desktop, after a brief freeze, ie 7
opened the link but in the background a blank ie 6 window opened up also.
I re-enabled the mdm service and the “ghost” ie 6 window stopped appearing
alongside ie7.

You may have a horked (dirty; bad; flawed) install of IE7. I suggest that
you...

1. Uninstall IE7 (which automatically returns you to IE6) per
http://www.ie-vista.com/kbase2.html

2a. Uninstall all toolbars and third-party Windows Themes (including Window
Blinds).

2b. Disable all Norton Add-ons, if applicable.

3. Reinstall IE7 exactly per
http://www.ie-vista.com/known_issues.html#pre-install, and using
http://www.microsoft.com/windows/downloads/default.mspx as the installation
source, not Automatic/Windows Update.

4. IMMEDIATELY go to http://windowsupdate.microsoft.com and install any
critical updates offered. If a "Root Certificates" update is listed in the
Optional category, you might install it, too, to take full advantage of
IE7's additional security.

This happed twice on freshly installed XP, so I am sure it is not a broken
IE7. It is a bug in IE7. Please disable you MDM and try. I am sure the same
will happen to you. I tried it on serveral computer and the problem appearead
on all of them.
It is not a big problem, if you leave MDM running nothing will happen and IE
will work just fine. But I consider a bug the fact that the "ghost" ie6
appears if you disable the MDM service...

Have you taken a look at the following Article:
http://support.microsoft.com/kb/321410

According to this article, the MDM(Machine Debug Manager ) should be turned
off by turning off script debugging in the Browser if you are running IE5 or
later(not by disabling the MDM Service).
