IE7 security zone group policy not applied

I have restricted download of ActiveX in the Internet Zone in our default
domain GPO. The policies show up correctly in the Group Policy Results pane
but never get applied in the registry in 2003 Server SP2 test client. Other
IE policies seem to work. There are no errors in the Event Log. Any advice?
