Annoying "feature"

Ok I am not sure if I am the only person with this problem but I have not
found a solution yet, I thought I saw a solution a while back, but when I
looked for it again, it was nowhere to be found. I am running Vista Business,
in case anyone is wondering. IE (7.0) seems to be working perfectly fine, but
suddenly it goes into this weird and annoying behavior where the taskbar or
menu bar, I don't really know the name of it (the one with the File, Edit,
View, etc. menus), starts to appear and disappear repeatedly and quickly. It
usually happens when I open or try to close a tab a few hours after I have
started my Windows session.
Anyone experiencing this as well?
Please help!! this is REALLY annoying.

IE7 in No Add-ons mode:

1. Right-click on the blue IE desktop icon and select Start without Add-ons;

2. Start > (All) Programs > Accessories > System Tools > Internet Explorer
(No add-ons).

When I use IE without add-ons it works fine. But I know that in the long run
I will need some add-ons to be running on IE....so is there a direct solution
to the problem with the IE WITH add-ons?

Scratch that...it doesn't work fine, I just got the same thing, that
flickering annoying effect. Ummm this is really ticking me off, so if anyone
knows of a solution, please share it.

I thought I did, my bad....but does this mean that people won't help me? I
hope you had given me more info on my question in your last post other than
posting etiquette. Besides, the previous posts are right there.
I am in no way trying to be disrespectful, so don't think that I am trying
to be an @$$, I just really need a solution to this because it is really
stressfull.

Oh wow, I really feel like an idiot now. I completely missed those links, I
guess I am so desperate to look for a solution that I ignored them thinking
they were links to his blog or stuff like that that other people post.
I am really sorry, I will look at those and will let you know how everything
turned out. Also, I think I found somewhat of a temporary solution to it
(emphasis on temporary), I hit Ctrl+Alt+Del and it stopped doing that
flickering thing, but I am sure that it will come back.
