IE7 upgrade - fails to initialize & locks CPU at 100%

I upgraded from IE6 to IE7 on one machine, XP professional, previously
stable and functioning well. The initial screen to select options (pishing,
search provider, etc.) never appears, just a message saying connecting.
After about a minute, the CPU usage hits 100% and stays there indefinitely.

I've uninstalled, reinstalled, reinstalled without updates, reinstalled from
other admin accounts - same behavior. Used the msconfig to block all
additional startup programs, no change

Seaches on this issue are not turning up useful information.

Any help would be appreciated

Assuming you're runninfgIE7 now:

1. Does this behavior persist if you start IE7 in No Add-ons mode?

To start IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 (which automatically returns you to IE6), (b)
all toolbars and (c) all third-party Windows Themes (including Window
Blinds) and don't reinstall IE7, does this behavior persist?

It wasn't an add-on issue. From another topic I got a clue.
The registry key
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\RunOnceComplete
was missing but the registery key
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\RunOnceHasShown
was present and set to 1.
Suspicious since the initial page had never appeared.
I reset it to 0 and restarted the computer.

The configuration page came up and everything worked from there.

RE: IE7 upgrade - fails to initialize & locks CPU at 100%

I recently bought a tablet PC with preloaded Windows vista home premium.
After installing the mail clients etc., ie7 while opening gives an error
message "ASSERT IN LSP" i keep trying the three options of abort, retry,
ignore and after a few minites of juggling with IE i get to use the explorer.
I have tried the restore points in the vista but i am unable to restore the
system to the previous state.

Any one can help me resolve this issue ??
