IE 7 now opens tif files with wrong association

I have tif files which should open with Microsoft Office Document Manager,
that IE7 insists on opening with Picture Viewer. The files open properly
with Windows Explorer, so the problem is not with file association in XP. I
had this problem once before, and it was fixed with one of the periodic
updates from Microsoft. The bug is back.

IE 7 now opens tif files with wrong association

I found this happened after Office 2003 SP3.
I was able to re-associate .tif files with MS Document Imaging via Windows Explorer, but that has not solved the IE7 problem. I used AlternaTIFF for a while, but my users don't like it. Without AlternaTIFF, users were not even able to open the .tiff files, they had to download to the desktop and open from there.

I have searched long and hard on the Internet for an answer, but no luck. I am hoping someone will respond to these posts.

goto control panel > default programs > Associate a file type or
protocol with a program

next goto TIF in the list change the default program to anther
program(any program on the list)

then switch it back to Microsoft Office Document Manager

now it should work at least it worked for me
