Can not access secure pages through IE7

Can anyone help out here?

I am having a problem with IE7. Details are as follows:

I am running IE7 on XP SP2 and have had no problems for a number of
years. Several months ago I installed a Belkin Wireless DSL Router in
order to enable wireless access to the Net via other laptops in the
house. Again, I have had no problems until recently.

The PC that I am having problems with is conected to the Router via a
cable rather than a wireless conection.

A few weeks ago I got an error message appear when trying to access a
secure Web page. The message was a standard 'Internet explorer can
not display the Web page...'
Under the details of this page one is asked to ensure that SSL and TLS
settings are 'on' under Internet Options / Advanced / Security. I
have checked and SSL2.0, 3.0 and TLS1.0 are all checked. I have also
tried restting the Advanced settings, all to no avail.

When selecting 'Diagnose Network Problem' from the IE error page an
error is returned: 'Network Diagnostic for Windows XP has encountered
a problem and needs to close'.

On checking I find that I have the same problem accessing any secure
Web pages from logging onto Google groups to Internet banking.

I do not have the same problem with another laptop accessing the Net
through the same router (thus you can read this!) so I am assuming
that it is a problem with IE7.

Run a /thorough/ check for hijackware, including posting your hijackthis log
to an appropriate forum.

When all else fails, HijackThis v2.0.2
(http://aumha.org/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware with

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.
