time I load up IE 7 shows up in a different place on the screen.

I have written a small tool to fix this problem. All you have to do is
change your IE shortcut and use the Quero Launcher instead to start IE with
the following syntax:

qlaunch.exe left=x,top=y

where x and y denote the upper left position where you want to open IE.

You could assign a keyboard shortcut to execute a script to do that:
