Right-click drop-down menus non-functional

This accompanies a brand-new, from-scratch installation of Windows Vista
Ultimate. The right-click drop-down menus in Internet Explorer 7 no longer
allow activity of any kind: they appear when a link is right-clicked, but
none of the menu options respond to selection (left-click). Any ideas,
anybody?
