IE7 will not open unless user is administrator or power user

All of our machines in the domain are IE7. In each case, unless a user is
either in the local machine's power user group or the local machine's
administrator group, IE7 will never open a web page. In every case, you
click on the IE button and IE opens. It displays "connecting" on the tab and
just sits there with a hour glass and never does squat. If I change them to
have either power user or admin permissions...after about 30 seconds the web
page pops up.

If, I finally get exasperated and kill it, this is in the eventlog.

I also tried "iexplore.exe -extoff" and it did not help.

What if you right click the IE icon on the desktop and choose Start Without
Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

Try adding -nohome to that? Hint: you will have to click on the Stop button
then to get the No Add-ons prompt. Once you get that cleared away
try something simple such as entering About:Blank in the Address bar.
If that works make About:Blank your Home page. Then see if IE opens
any faster... ; )

Good luck
