Sounds like you want to have new tabs open in the "foreground"
instead of the "background"?

The documentation for the Open new tab option seems to be
slightly deficient on that matter.

E.g. we're told:

However, it appears that the actual results of those actions
depend on a user's setting of

Always switch to new tabs when they are created.

Middle click (aka wheel click) isn't documented there but I suspect that
its action may be reversed by that option as well.
