I have the same slow page rendering problem, unfortunately the fix below does
not work (rebooted my PC too), IE7 gets slower and slower to respond as the
longer the page gets until it grinds to a halt.

Check this page, it is agonisingly slow to load, even on my 10mbps connection:

Once it's loaded I can scroll with the mouse wheel until IE7 decides to stop
and throw up the hourglass and makes me wait while it decides how much more
of the page to show me, and I cannot click and drag the scrollbar as IE7 just
pops up the hourglass and won't let me see the page scrolling, it just jumps
to wherever it thinks I should be so I can't accurately navigate the page
plus it's taking IE7 about 20 seconds or longer to respond everytime I want
to scroll the page!!!

This happens on any page that has a long list!

I checked I am up to date on critical Windows Updates, no updates found!
This is on a PC with a 2.2Ghz CPU, 1GB RAM and an ATI X850XT GFX card! Any
more suggestions other than reinstall IE6?
