Can No longer access OutLook Express

I have a Windows 98 machine and use Outlook Express. It has been working fine. Recently when I click on the Icon to bring up Outlook Express, nothing happens. No errors, just a quick hour glass and nothing else. Same thing with Start->Programs-> OutLook Express.

I have checked the properties and the target looks correct: "C:\Program Files\OutLook Express\MSIMN.EXE". I have run Reg Scan, Spy Bot, and have rebooted... all to no avail.

Any suggestions on how to correct this?
