Help with website?

Hi all,

I'm wanting to build a website for my local community "Patrnership
Center". Nothing big, nothing fancy. I can design web pages using MS
Word 2003 (I know, with Word some look pretty chincy), but I do a
fairly good job. I know how to hyperlink pics/text and whatnot. This is
how I'm planning on doing it: Build the homepage and all the pages that
have links from the home page, then put them all in one folder. I have
a 20GB tower that I want to use to store all the files and act as a
server. The tower is only 333MHz pentium I or II and 192 Mb RAM with XP
installed and surfs the web just as fast as my 2.4 GHz desktop.
My question is how to publish the folder to the web? I know that
some ISP's offer domain names for about $8 a month (i.e. SBC Yahoo). Or
should I pay for a domain name from one of the many companies. I'm
confused because I will have all the storage space I need on the 20GB
tower, so I won't need the storage space most web hosting companies
provide.
I'm sure I can build the site, because I did a couple of sites for
fun on my home system. I linked all the pages, and It was like surfing
a real website, only it was linking files on my PC not the web. And I
got booted from my college course on Word 2003 (yes, an entire 16 week
semester) for my finals project, which was making a mock website. Mine
was "Playboy Models 1990-2000". All were clothed and non-nude, but I
had to re-take the course. The funny thing is, the trouble was not in
the making of the mock website, but displaying it for the class on that
big ass overhead screen. This was after the Prof had previewed and
presumably graded it. He designated about 6 or 7 people to show their
work and I was one. I assume a student objected and filed a complaint.
Anyway, I digress, anyone here have an opinion on this idea, or
maybe can point me to somewhere that can help me?

Register your name domain with godaddy.com and then come over
and participate in the forums on my site as a guest. After 10 reasonable
posts you qualify for a free hosted account and you can keep it as long
as you remain a participating guest at no charge. My only deal is
that it must be for personal use only, no businesses, no porn or anything
illegal and you can't use your email accounts for spam of any kind. If
you can live with that then you have yourself a great opportunity with
no catches. Anytime I can help a student out I'm game...thats how
I learned....see ya at the site...
