Image zooming

I have GIMP 1.4 for Windows and i'm wondering if I can zoom in to an image,
and it will get blury, then I want to render, buffer or whatever to make it
look like a normal zoom. Something like NCIS or CSI uses to get license
plates of cars from McDonalds security camera. If GIMP doesn't do that then
please tell me a manual way or some software that does that.
