Strong Signal, No Throughput

Everytime I go to my fave net cafe (well, most everytime) I logon to
the free service (paid for by my coffee and sweet roll) with my laptop
and get a blank screen. The signal strenght is excellent; however, the
white screen rules. Refreshing does no good. This is happening more
and more these days. What's going on?
