Dell server won't take USB hard drive

PowerEdge 4400 (server) running Windows 2000 Server, with all software
and hardware updates. Bios settings are correct and the drive has been
tested (also formatted) on other machines and works.

Everytime I plug my USB hard drive I get a BSOD and memory dump. If the
drive is already plugged in and off and I turn it on, same thing.

If I turn the computer on with the drive already on, it doesn't even
see it.

I've tried everything, I'm getting ready to face the fact that this
Maxtor extrenal USB drive will never work. Maybe it's just not
compatible with Dell's motherboard. The server is about 4 years old.
