Data base to Mail program question

I have a data base (names & addresses) on a CD. Can anyone advise a good
free mail program to create mailing labels from the files on the CD? The
data base is duplicated into several available file formats: .xls, .dbf,
..comma delimited, tab delimited and .mdb.

I have no experience working with data bases and merging them into mail
programs so any suggestion are very welcome.

MS Word has a mail merge function - not free but usually "available" in
some fashion. Think it's also in MS Works, isn't it?
