Problem with CD's and USB drives...so to speak

I am having a serious issue with both my CD-ROM drive reading new material
and "ANY" mass storage (USB) device from being read. What I mean is, if I
currently have a CD in the drive and am reading it's contents and then I
take that CD out and put another in, it doesn't reset. In MS Explorer, it
simply does not show anything, while in Total Commander (similar to MS
Explorer, just an alternative), it says "Drive not found". This is also the
case for anything from a USB thumb drive to a USB card reader. Initial
thoughts were that it had to be a driver, but then if that was the case, it
would seem logical to only affect one thin, not all as it is in this case.
From there, I thought maybe it was a fouled up auto-insert setting (although
auto play is set for everything), but can not seem to fix that either. You
know when you put a CD or a thumb drive into your computer and you see it
quickly scanning the contents? Well I do not get that. So in order for me to
be able to read what is on the new media, I must reboot, and then it shows
the contents. But again, if I take that CD, card read, or thumb drive out
and put another in, I get the same results. I have tried using "autofix.exe"
(an unofficial MS possible fix for this), but that didn't do anything to
help. That was a suggestion from a previous post I had regarding this
matter. So with all of this said, can anyone here please help me? I am in
dire straits. I do not want to have to reboot each time I want to read the
media. Sorry for the long post, but wanted to provide as much info as

Am running an AMD 2800 XP+ with a gig of ram on an ASUS A7N8X-E Deluxe with
4 HDD total half a terabyte of space with a TDK Velo CD-RW 24X and XP Pro as
an OS with SP1. I can not use SP2 as it won't run properly with my CAD
software. So with that in mind, anyone have any ideas?
