Suggestions on tool to undelete / recover

Deleted some files trying to get rid of Symantec pca and nav but
inadvertently removed a file that is needed to run the recycle bin. Now I
can'just take the file out of the recycle bin since it don't work. I guess
I need a simple recovery tool, free would be good. Or some other solution
perhaps. Running Win98 on a Compaq Presario laptop. Thank you.

Try start/run/sfc and set for only deleted files (have the OS CD handy)
