anyone deal with Eagle computer?

Hey all;

Thinking about upgrading from Windows 98SE to 2K or XP, and found these
really cheap deals:

These are from Eagle computers. I'm a little leary since a) the prices are
so good, and b) I thought you had to buy OEM with a computer only.

Anyone ever deal with these guys? Are these pirate copies or how can they
sell them this way?
