Front USB damaged usb devices

Hi,

I have built a computer (Pentium 4, Intel mother board). The case is
purchase from the Internet with 2 front USB ports. The front USB port
have damaged a usb webcam and a 16 MB Handy Drive. These 2 devices was
working fine on the other computer. I have doubled check the USB wire
connections from the front panel to the motherboard.
I have a question. Is there any instruments to test the USB port.
I do not even want to use the built-in (back) USB port, because i
don't not want to risk another USB device.

Any advice, suggestions or stories , very welcome.
