Emergency Repair Disk for NT 4?

Repair-folder in NT 4 is 2.2 MB.
Especially file Software._ is 2 MB and
programs that exist in PC are still in use.
File and folder are too big to fit to Emergency Repair
Diskette (1.44 MB).
If I needed to start NT 4 with Emergency Repair
Diskette to repair missing files or registry or ..,
what should I do?
Can I start NT 4 with CD instead of Emergency Repair
Diskette and in that case how I should create
the starting CD? And what files it should contain?

To distinguish, NT utilizes 3 boot floppies, which is separate from the ERD.

An NT system is bootable from CD, but conditionally: http://tinyurl.com/ss8s

NT remains a stable, viable OS for many uses. However, some constrictions
exists, notably those involving things e.g. native backup (designed for
tape), defrag (natively nonexistent), and a fixed maximum size of domain. In
the cases of the first two, third-party solutions are readily available.

Sorry, but I missed mentioning that one should always try "Last Known Good"
first. [ Troubleshoots; See: MSKB articles 167233 and 168462 ].

Also, files not necessary to the ERD may be copied apart. *bt.
