Server permissions

Hi, would be very gratefull if someone could help me with this techo
question!
I am running Windows 2003 server as a file server, not domain controller,
and I cant get the bloody thing to allow users to read and write files. If I
right click the folder and untick "Read Only" click OK, when I go back in
its ticked again. Is there some sort of global security policy that has to
be set?

Offered first is an advisement that permissions -must- be admended via an
administrative account. ..

As a note, there really is no such thing as a domain controller within the
context of a MS2x server.

Presuming AD, access permissions may be set specifically to any user.

go into computer management, open users and groups, click on the user you want
to give permissions(r. click i believe) and authorize away. or you can search
for the user in active directory , and do it that way. too tired to bring it up
and remember it. if it doesn't work, post again and i'll do it.
