I have just got a new pc made for me it is aopen motherboard and a celeron
2.4 proccessor and when i come to switch the machine off it restart instead

What version of Windows?

There is a setting in control panel, power options,advanced, that may
control the options for pressing that power button.

Also newer systems require you to hold the button for a count of about 5 to
shut off. However, normally the system will shutoff when you choose the
Windows shutdown from start button.
