resolution problems

I can't get my tv to properly desplay its native resolution. When I set it to 1280x720 it gose over the edge and cuts off half an inch on all sides, when I set it to 800x600 it dose the same thing, but when i set it to 1176x684 it fits perfictly. I want to run it at its native resolution of 1280x720. Dose anyone know how to fix this?

Windows XP x64
geforce 9800 gtx+ to
dvi cable with hdmi converter to
720p Insignia tv

I used a vga cable before and it would let me set it to any resolution and it would fit. Don't know what that means.
