system recovery problem [and a lot more...]

hey guys,

well to start off i just wanted to let you guys know that im a real NOOB when it comes to all the technical stuff. but recently my sister did something on our computer and everything seems to be going haywire.

Operating PC:
Sony Vaio PVC-RS 430G, Microsoft Home Edition SP2,

Problems:

1. the system recovery program does not work. i mean, it opens and stuff but the page is just blank. i tried to use Safe mode and use it from there but it just seems like there isn't any difference. [i've also tried the technique of "F8 and system config" but none of it works]
2. the "user accounts" section in the control panel does not work. whenever you click on it, it opens but along with an internet explorer page that says something about script something. once you open it, you cant close it nor use control/alt/del keys to make end task either.
[note: i have found some information related to this topic at the main microsoft website on quick glitch fixes, and i have enabled the AVG program to access the hidden files in hopes of finding some virus... but it didn't work.]
3. my desktop is the only one that is working [my sisters desktop cannot run mozilla or aim or any other programs. and recently im experiencing problems with my aim as well.


at this time, i dont really care if my entire system and my information is wiped clean so that i can start over again because i already have my important data saved. so please if you guys could help me, i would very much appreciate it!!!
[i have already sent this system to a company for a complete renewal of the memory and everything probably 6 months back, but sadly i have to send it back again if i cant find any other solution]

Have you run any anti-virus software lately to see if something is going wrong?

yes i have. i have gotten the following:
AVG and Nortons Anti-Virus

currently i only have AVG but on Microsoft.com they said that if you have problems such as the ones i have, to download Microsoft defender [which i have gotten] and Spyware Doctor [which i also have]
