Can you put Macintosh OSX on an OQO handheld PC since Macs are now Intel
processors?

You can't, because:

1) The only way you can get an Intel version of OS X is to buy a new Mac
2) You'd have to remove OS X from the Mac to legally install it on
another system, leaving you with an expensive doorstop
3) Even if you managed to do 1 and 2, you're still screwed because the
software licence only allows OS X to be installed on Apple hardware.
